The District’s Office of the People’s Counsel is taking its opposition to the $7.1 billion merger of Pepco Holdings Inc. and the Chicago-based Exelon Corp. (NYSE: EXC) to court. The D.C. Public Service Commission, which on March 23 approved the merger and about $78 million in various incentives after a contentious months-long back-and-forth between supporters and opponents, had previously rejected a People’s Counsel request to reconsider its decision. The owners of Mount Vernon’s City Cafe have agreed to purchase Tark’s Grill at Green Spring Station in Lutherville. The new ownership will become effective Oct. 1. Gino Cardinale and Bruce Bodie, who own City Cafe, said a name change is not planned for the restaurant, but they are going to look at interior renovations sometime next year. Walking into the Baltimore Convention Center Friday morning, Ricky Douglas carried a bow in his right hand and had arrows draped over his shoulder.
