After a five-week delay for further review, Baltimore’s Board of Finance voted in a special meeting to approve the sale of $36.8 million in tax increment financing bonds for Harbor Point on Friday. The amount of the second sale of TIF bonds was higher than originally agreed because of cost overruns at the project, particularly in infrastructure installation at the 27-acre industrial site that once held the Allied Signal plant. The General Services Administration has signed a 15-year lease for the U.S. Army Corps of Engineers to relocate its Baltimore District headquarters to 143,000 square feet inside the building. More than 600 employees will relocate from the Army Corps’ current space at the City Crescent Building at 10 S.
