Carrie Podles lives two miles from Ellicott City’s Main Street. Saturday night, while rain continued to pour down, she left the kitchen early at Alexander’s Tavern in Fells Point to check on her neighbors. By the time she got home, Podles didn’t feel safe venturing over to the historic stretch covered by rushing floodwaters.
