Plans for McHenry Row are continuing to grow. Developer Mark Sapperstein is plotting a 70-room hotel and a new five-story, 110,000-square-foot office building as part of the third phase of a redevelopment and expansion of the former Phillips Seafood complex off Fort Avenue in Locust Point.
