The Maryland State Bar Association named Victor Velazquez, chief operating officer for the District of Columbia Bar, the next executive director of the MSBA on Wednesday. Velazquez will take the place of Paul Carlin, who will retire at the end of the year after serving as executive director for almost 32 years.
