Kevin Plank’s grip on the Baltimore waterfront is getting tighter. Sagamore Ventures, the Under Armour CEO’s private investment arm, is acquiring Harbor Boating Inc., the company that operates Baltimore’s Water Taxi, with plans to expand the service in the coming years and build new boats.
