Gov. Larry Hogan on Thursday announced changes for two major cabinet positions. Van Mitchell, the secretary of the Maryland Department of Health and Mental Hygiene, is leaving his position, effective immediately, to pursue opportunities in the private sector, according to Hogan’s office.
