Caves Valley Partners pulled out of a deal Wednesday to overhaul Cross Street Market, closing years of discussion and debate between the developer, city and merchants. The Towson-based developer had planned a $6.5 million, 10-month makeover the market. The developer would contribute $4.5 million toward the project, while the city would spend $2 million.
