A bill mandating a nine-month new construction moratorium in a watershed area near the deadly flooding that destroyed historic Ellicott City’s Main Street in late July is scheduled for a public hearing Sept. 19. The legislation was introduced Tuesday before the Howard County Council by Jon Weinstein, who represents District 1 that includes the historic portion of Ellicott City.
