Bethesda-based private equity firm American Capital Ltd. (NASDAQ: ACAS) plans to lay off 138 employees. The publicly traded company filed a notice Aug. 31 with the state of Maryland under the Worker Adjustment and Retraining Notification Act, classifying the move as a “mass layoff” as opposed to a plant closure.
