The Belvedere Towers Apartments in North Roland Park has traded hands for the second time in five years. Baltimore-based Blue Ocean closed Friday on its $30.2 million purchase of the 237-unit building. The sale price breaks down to about $127,400 per unit. Philadelphia-based private equity firm LEM Capital is a partner in the deal. The property last sold to Norfolk, Va.-based Harbor Group International LLC in 2011 for $26.1 million.
