Baltimore Mayor Stephanie Rawlings-Blake is expected to call for a penny cut in residential property taxes when she submits her 2017 budget for review next week. Current plans for the budget to be submitted would drop the rate for owner-occupied homes from $2.13 per $100 of assessed value to $2.12, a spokesman said Wednesday. Baltimore City will spend as much as $500,000 toward a $1.4 million sewer conduit necessary for future development at Harbor Point. The city’s board of estimates approved a deal Wednesday that will have it paying for a portion of a sewer force main along Caroline Street that falls outside of Harbor Point’s tax increment financing district.
