A local developer is trying once again to move its plan for a student housing complex in Towson forward, this time with the help of the Baltimore County Council. DMS Developers has filed a request to the County Council to rezone 2.62 acres of land at 101 York Road for large commercial usage, almost a year after Baltimore County Councilman David Marks asked the developer to shelve its plans.
