Two federal grant applications for transportation projects in Maryland were rejected on Wednesday by the U.S. Department of Transportation. Dan Meszler, 58, is a self-employed engineer. He said he didn’t care about the health insurance rate review process until the Affordable Care Act came around. “I’m an ACA casualty, my wife is an ACA casualty, my four-year old grandson, an ACA casualty,” he said.
