In a ceremony tinged with both a celebratory and somber tone, the $170 million Liberty Harbor East development officially got underway Friday. A groundbreaking complete with champagne and confetti was held at the site of the the development by the Harbor East Management Group and the Bozzuto Group. Baltimore residents and tourists can now add biking to their list of transportation options in town. The city’s new bike share program officially launched Friday with a rollout of 200 electric-assisted bikes and 20 rental stations around the city. Bikes should be available for rental at all stations by the end of the day. Baltimore’s system is the largest fleet of electric-assisted bikes in the western hemisphere. Both 5,000-square-foot penthouses at Silo Point in Locust Point have sold within the last three months, with one closing just last week. The Maryland Science Center publicly kicked off a $7.5 million fundraising campaign Friday to support educational initiatives. Legg Mason Inc. saw its second-quarter profit increase 3 percent, a reflection of higher revenue and improved margins as a result of its acquisitions. The Baltimore money manager posted net income of $66.4 million, or 63 cents per share, in the quarter ended Sept. 30. That was up from $64.3 million, or 58 cents per share, in the year-ago quarter.
